I have no clue who carrot top atually is, but if he doesn´t have any grappling training Rogan would probably tap him out rather easily. Being stronger doesn´t mean shit if you don´t have skill and being in shape b/c lifting/aerobic or whatever isn´t the same that being in fighting shape.
