He's not a difficult matchup for everyone. He's got basic skills on his feet and makes use of his long arms. It just so happens that Arlovski is the only guy he's faced who has semi-decent striking skills despite having a very weak chin. Jeff Monson is not and never was a striker. If you saw Jeff's training videos, everything he did in training was so silly, you'd want to slap his trainer. Nobody trains for a title fight by picking up truck tires and pushing vans uphill. That's got nothing to do with MMA. When Tim faces a top talent striker, we'll see him in a real fight. Don't overlook the fact that Arlovski dropped Tim twice in two fights with the same 1-2 combination.
The 3rd fight was a joke. That had more to do with Arlovski losing than Tim winning. Both guys were cautious of eachother, and Arlovski had damaged his foot during the fight which was the key ingredient in beating Tim over 5 rounds. He was giving Tim's legs a pretty good whacking until he suddenly stopped due to his injury.
