Are grinding forearms to the face legal? Because Hunt kept doing that and sometimes it would slip and go to Fedor's throat chocking him.

Well orgs dont get sanctioned as much as the state athletic commision themselves sanctioning the sport itself but the UFC held their first sanctioned event in New Jersey in November of 2000. Some of the UFC's other events were technically sanctioned but that was because they were in states with extremely lax athletic commisions.

What about Shooto or Pancrase? Weren't they sanctioned in the early to mid 90's?
