Penn/Pulver fixed?
I'm not sure but it looked to me the fix was in. I mean Pulver just stood there at the beginning of the fight and let Penn blast him in the face.

This is a joke right? Seems every fight now is "fixed" BJ just beat him plain and simple, could you not see the look in his eyes....it was pure intensity. Now Jens was focused but not like BJ was, once it got to the ground it was over. To answer the question no it wasn't fixed.
