In all four losses Penn was the better fighter... I bet you haven't even watch all his losses to actually make an accurate assesment.
GSP won the copetition, but Penn clearly won the fight... GSP had to go to the hospital after their fight and Penn got to go party with his friends. Penn is easily the better fighter. He is a much better striker, light-years ahead of GSP as fars as GSP, and yes I'll GSP the edge in wrestling but Penn has much better takedown defense and even took GSP down when was totally gassed.
Besides the GSP fight name one fight where Penn gassed? Penn has fought 2 five round fights... GSP has not, and GSP also looked like he gassed in their fight as well.

You do realize that lie-detecor test are inconclusive and don't really mean shit compared to actually failing a drug test? Having a low level only means that he was cylcing out a cycle, but obvioulsy didn't time it right.
