Are you serious? Pulver stood toe to toe with Sakurai and Gomi and actually hurt both of them. Sure, he lost both fights, but he looked like he could do more than just compete with those guys. I think he is still a bad matchup for Penn because he has comparable or better boxing skills and is tricky to take down.
