Frank has only been finished by Bas Rutten once. Their other two fights went to a decision, and Frank won one of them. He also beat Funaki and Minoru Suzuki, both of whom are on Kondo's level. In fact, Funaki's beaten Kondo. Yeah, he lost to Kondo and traded wins with Lober, but every fighter has off days.

As for Tito, BARELY beat him? Tito had the advantage throughout most of the fight due to strength and wrestling, but Frank was calmly defending himself every time Tito took him down. He knew he was gonna get tossed around by Tito for awhile and his aim was to wear Tito out while taking little damage. That's exactly what he did. The fight ended with Frank looking like he had plenty left in his gas tank, virtually slapping Tito on the back of the head. He won the fight convincingly.


Frank has wins over Tito, Bas, Suzuki, and Funaki. I'd easily put that over Carlos Newton or Pat Miletich. Hell, given the weight classes, I would put Frank's wins over Horn and Enson Inuoue above those wins vs. welterweights.
